REHABILITATION OF JABBAN HYDROELECTRIC POWER STATION

Location

Jabban Hydroelectric Power Station project site is located in District Malakand (PATA) Khyber Pakhtunkhwa at a distance of 210 km from Islamabad, 45 km from the city of Mardan and 7 km upstream of 20 MW Dargai Hydroelectric Power Station.

Description

Irrigation System:
       British Government constructed an irrigation system in 1914 on river Swat. The scheme consisted of Head works at Amandara 7.2 Km long irrigation channel (USC), 3.4 km long Benton Tunnel having 5.33m Dia:, Power Tunnel 0.97 Km long having 0.97 dia: and Distributaries Machai & Abazai. The discharge capacity of Barkit tunnel is 34 m3/sec, which is feeding Jabban and Dargai Hydropower Projects.

Old Jabban Power Station:
      Since its commissioning in 1937 with an initial installed capacity of 9.6 MW (3UNITS OF 3.2 MW each), and addition of 10 MW (2 units of 5.0 MW each), Jabban HYdroelectric Power Station generated 5783.314 Gwh of cheap electricity till last day of its operation of Nov 12, 2011.
     

Fire Incident:
      The 70 year old ower house was badly damaged due to a fire incident on 12-11-2006. The extent of damage was such that it was not possible to restore operation of the existing units. Moreover, the plant equipment had already outlived its life. The situation necessitated to carry out Rehabilitation of Jabban Hydroelectric Power Station on "Fast Track Basis" by installation of new machines of higher efficiency at the same site.

Project Objectives:
 a)   Rehabilitation of existing Power Station, which includes construction of new Power House Building,
       Rehabilitation of Forebay and modification of Intake structure.
 b)   Installation of 4 new Generating Units each of 5.5 MW, replacement of all E&M equipments and
       construction of 132 KV Switchyard.
 c)   Rehabilitation of Jabban HEPS Project will provide annual generation of 122 GWh, beneficial from econ
       omic, social point of view having no environmental impact.

General i) Visit of General Manager (Hydel-Dev:) & RSWI's Inspection team to Jabban HEPS  
    Project on 12-06-2012.

General Manager (Hydel-Dev:) alongwith RSWI's Inspection team arrived at Jabban HEPS Project site on 16-06-2012 at 10.00 AM. Chief Engineer/PD Jabban HEPS Project & Chief Engineer Warsak welcomed them at Jabban. They visited the site and discussion held about slow pace of work at site. Chief Resident Engineer NESPAK Jabban and Project Manager HRL-CCPG JV were also present at site. C.R.E. NESPAK expressed his views that contractor delayed the submittals and has not submitted drawings for ear thing mesh of Power House in time that is why works is held up at site. Project Manager HRL-CCPG JV restrained that consultants are rigid and take too much time in reviewing the drawings. Even if the drawings approved and the comments on the drawings are not proper. Representative of RSWI's team also viewed the comments on approved drawing and said that comments are ok.
After visiting the site they went to Dargai rest house and took lunch. They departed at 2.45 PM.

ii) Visit of General Manager (Hydel-Dev:) & AFD's Inspection team on 30-06-2012.

General Manager (Hydel-Dev:) CE Warsak & SE/PD Jabban warmly welcomed the AFD's Inspection Team. General Manager (Hydel-Dev:) briefed the team about the ongoing  activity in Jabban HEPS Project and appraised the team updated about the status of Jabban HEPS Project. During discussion about the slow progress, HRL pointed out about the slow release of fund from AFD. However, AFD's team clarified that the manufacturing of the E&M equipment may be expedited and FAT certificate of the already manufactured E&M equipment may be submitted with the relevant draw down request. AFD's Inspection Team insisted on FAT certificates for release of fund to WAPDA. G.M (Hydel-Dev:) told that a team of Engineers four i.e two from WAPDA & two from NESPAK have already been gone to China and soon will returned to Pakistan. When they arrived the status of FAT certificates of the E&M equipment will be confirmed and conveyed. AFS's Inspection Team then visited the site and expressed their views about the slow pace of work at site. After visiting the site they were taken to Dargai rest house for lunch. They departed from Dargai rest house at 03.00 P.M.

 

Work Progress (June-2012): 1) Power House Area:

Unit No. 4.

  • Fixing of Steel & formwork for 1st lift of 2nd stage concrete at Unit # 4 is in progress.

Unit No. 3&2

  • Formwork & steel fixing for draft tube slab & generator floor 2nd state concrete is in progress at Unit # 02.

Unit No. 1

a) 1st lift concrete of 61 Cum poured at Penstock entrance area concrete on 01-06-2012.
b) 2nd lift concrete of 61 Cum poured on 09-06-2012.
c) 50 CM concrete poured at old unit # 1 on 21-06-2012.

E&M Works (Unit No. 1 to 4)
  • No erection activity of E&M equipment has yet been started except installation of PRV pipes of Unit 1 to 4 due to delay in manufacturing and supply of E&M equipment by M/S Jinlun China which is now expected to be delivered during July-August 2012.

2) Penstock Area.

a) Clearing and removal of loose material of old anchor blocks # 03 from Pentock # 4 area is in progress.
b) 03 Nos. sheets have been rolled and welded to fabricate three lengths of Penstock segments each having
    length of 2.5m.
c) Fabrication of Trash Racks and intake Gates has also been started at Sun Engineers Gujranwala.

3) Forebay.

a) Chipping of existing concrete floor (slope portion) and front wall in Bay # 03 & 04 is in progress.
b) Widening of old Penstock holes in Bay # 1  (new) is in progress.
c) Drilling and grouting of anchorage dowels in existing concrete piers in Bay # 01 is completed.
d) Shifting of construction material from Power House area to Forebay through electric cart (Haulage Way
    Truck) is in progress.
e) 11 Cum

4) 132 KV Switchyard.

a) Back filling and compaction around E&M equipment foundations after installation of Grounding Mesh is in
    progress.
b) Drilling of Holes in the foundation steel structures of all the e&M equipment for connection with Grounding
    Conductor/Mesh completed.
c) Installation of steel base plates on the foundation steel structures for VTs & lightening arrestor completed
    and also 06 Nos. insulating base for lightening arrestor installed on their foundations.
d) Concrete Poured at some of Type-3 cable trenches pad and walls and for rest of the cable trenches steel  
    fixing is is progress.

Dispersal of Power from Power House:

a) Grouting of base structures on all the three 132 KV towers for In/Out arrangement of 132 KV Switchyard
      with Mardan - Chakdara Line has been completed by Project Director GSC PESCO.
b) Assembly of structures is in progress.
