Location

The project is located in Muzaffarabad District, Azad Jammu & Kashmir. The dam site is proposed just upstream of Domel on Jhelum River near Siran Village 174 km from Islamabad and powerhouse is located at Barsala 7 km upstream from Kohala Bridge.

PROJECT CONSULTANTS

            JV of M/s SMEC (Lead Partner), M/s Scott Wilson, M/s Sogreah, MAES and EGC.

PRESENT STATUS/Progress 

-       Final feasibility study completed in December 2008 by Joint Venture of National and International Consultants.

-       Private Power and Infrastructure Board (PPIB) issued LOI to China International Water and Electric Corporation (CWE) on 15.01.2009 for updation of feasibility completed by WAPDA Consultants.

-       Detailed Engineering Design and Tender Documents completed in November, 2009 by the same Consultants.

-       Demand of Rs. 570 Million forwarded to PPIB for reimbursement as expenditure for preparation of Detailed Engineering Design and Tender Documents.

-       Wapda hired Consultants for registration of project with UNFCCC to acquire carbon credit as decided under CDM Kyoto Protocol.

-        ECC considered the summary on 27.09.2010 submitted by MOW&P for approval of project for execution in private4 sector by CWE.

-        WAPDA made a presentation to MOW&P through its letter dated 08.06.2010 by pointing out that process for the allotment of Kohala Hydropower Project to CWE for  its development in private sector is not in accordance with Power Policy 2002 and PPRA Rules, as no open bids were sought because the feasibility of the project was prepared from GOP funds.

-        In a meeting convened by Secretary MOWP on 22.12.2010, it was decided that MOW&P would seek advice from Law Division if PPRA rules are applicable in AJK territory or otherwise and meeting of ECC on Kohala would be conducted thereafter.

-        Views of Finance Division, Planning and Development Division and Law Division Government of Pakistan regarding MOU were that there should be no preferential policies to allow a single party and projects should always be developed on International Competitive basis.

-        After the meeting held under the Chairmanship of Secretary MOW&P on 25.02.2011, the Chairman WAPDA coordinated with CWE for seeking any option for implementation of Kohala Project Jointly by WAPDA / CWE under PPP mode. The CWE agreed to give a share of 5 to 10% to WAPDA.

-        Ten copies of final EIA report have been submitted to EPA, Azad Jammu & Kashmir after incorporating their comments alongwith processing fee of Rs. 30000/- regarding issuance of NOC for project implementation.

-        Approval of PC-I is under process wihich is prerequisite for Clean Development Mechanism (CDM) for registration with UNFCCC for Carbon Credits Income.

-        The ECC considered the Summary dated 16 June 2011, submitted by MOW&P on 1100 MW Kohala HPP and endorsed the decision of the AJ&K Council for the development of Kohala HPP and as per opinion given by Ministry of Law, Justice and Human Rights as proposed in the Summary.

-        As demanded by PPIB vide their letter dated 08.08.2011, audited expenditure is to be submitted to PPIB for reimbursement from the Sponsors of the Proje ct which is under process.

-        After change of ownership of Kohala, M/s Perenia, the CDM Consultants have demanded that WAPDA may approach PPIB in order to obtain written assurance from CWE China so that they may be bound to abide by all the rights and obligations described in the original Consultancy Contract with WAPDA without any loss to M/s Perenia and /or its Constituent companies.

-        In response to audit of expenditure incurred on Feasibility Study etc. PPIB informed that the process of hiring of auditors will be initiated shortly.

-        A meeting regarding change of ownership of Kohala HPP from WAPDA to CWE China was held on 26.12.2011 and following was decided:-
-Both the Consultants (Perenia and CWE) shall submit their comprehensive reports and progress.
- Both the Consultants shall submit their respective agreements to PPIB for review.
